‘Mayor help strongmen encroach Baghlan pastures’

PUL-I-KHUMRI (Pajhwok): A number of provincial council members and residents of northern Baghlan province on Tuesday accused the provincial capital, Pul-i-Khumri, mayor of helping land usurpers in illegally occupying green areas.

Over the past one year, more than 10 acres of green land was usurped by strongmen in Tapa Farhat, Shashsad Koti and Shahr-i-Naw areas of the provincial capital, claimed Haji Shah Lala, a resident of Pul-i-Khumri. He told Pajhwok Afghan News the municipality had given land ownership documents to the illegal occupants.

He alleged Mayor Safar Mohammad had illegally given recreational parks and residential areas to land grabbers, creating problems for people.

Mohammad Hanif Kahgadai, the provincial council secretary, said: “Usurping pastures in Baghlan by strongmen is nothing new, the practice of land grabbing has been ongoing over the past few years. Had officials concerned and the mayor not helpled the usurpers, they would never have been able to usurp lands”, he believed.

He said the provincial council was paying serious attention to the matter. A joint delegation would soon be tasked with addressing the issue and bringing the responsible ones to justice in coordination with the governor.

Meanwhile, Abdul Satar Bariz said people’s complaints with regard to land usurping had been referred to the attorney’s office for investigation.

The allegations against the mayor follow a protest rally involving dozens of residents against him last week. The protesters had demanded dismissal of the mayor.

However, Eng. Safar Mohammad denied the claims, but acknowledged a number of powerful men had usurped lands, saying they had prepared a list of them and had shared it with police.
